What is the CAB?
The Community Advisory Board (CAB) guides RICCE (Rooted in Comunidad, Cultivating Equity), a community-led initiative that funds climate-resilient projects in San Diego’s Historic Barrios. To learn more about RICCE, click here.
Made up of local residents, workers, and community stakeholders, the CAB ensures that projects are shaped by and for the neighborhoods they serve: Barrio Logan, Logan Heights, Sherman Heights, Stockton, Shelltown, Southcrest, Mount Hope, and Grant Hill. The CAB is composed of a minimum of 11 and a maximum of 19 members.

- Responsive to Local Needs: Ensures priorities reflect community values
- Quarterly Meetings: Meets quarterly to evaluate progress and provides recommendations on projects

How to Get Involved

CAB Subcommittees
Executive Board
The Executive Board helps run the CAB. They meet prior to the quarterly CAB meetings to plan and set the agenda. In addition, they provide support and coordination to the other committees. The Board includes all elected officers (Chair, Vice Chair, and Secretary), with the Chair serving as the Chief Executive Officer of the Board.

Collaborative Stakeholder Structure (CSS)
The CSS brings together 24 representatives from different sectors to review and propose improvements to RICCE projects. It is made up of: 1 lead applicant, 9 co-applicants, 13 community representatives (including 6 CAB members selected annually by the council), and 1 partner public agency.
This group combines community and technical expertise to ensure that projects respond to neighborhood priorities.

Complaints Committee
Listens to and analyzes community concerns about RICCE projects and partners. It seeks solutions and ensures proper follow-up so that issues are addressed fairly.
Grant Amendments Committee
Evaluates requests to change funded projects and verifies that these changes benefit the community before recommending approval.
