What is the CSS?
The TCC Collaborative Stakeholder Structure Subcommittee (CSS) serves as the governing body for the Rooted in Comunidad, Cultivating Equity (RICCE) initiative.
It brings together community organizations, residents, public agencies, and project partners to provide oversight of project implementation and can recommend changes to projects, budgets, and related issues.
The CSS is composed of:
- 1 Lead Applicant
- 9 Co-Applicants
- 13 Community Stakeholders, including 6 CAB voting members, who are elected for a one-year term.
- 1 Public Agency Partner

How does the CSS work?
- The CSS provides oversight for RICCE project and plan implementation
- The CSS can recommend changes to projects, budgets, and other issues. However, ultimate project decisions are made by each partner/co-applicant as to their Project(s), in consultation with the Lead Applicant (San Diego Foundation) and the State Strategic Growth Council. CSS decisions are advisory in nature and not binding on the Parties.
