The current governing board of the San Diego Air Pollution Control District (APCD) is fundamentally undemocratic; it represents over three million people in 18 cities within the county, yet is comprised only of the five members of the County Board of Supervisors. That's all going to change. Sponsored by EHC, AB 423 will reform the APCD Board to better represent the diversity of San Diego’s residents, and much more. It will also be the first in California to include an environmental justice representative. That is a huge EJ victory for communities in National City, Barrio Logan, Logan Heights, and Sherman Heights who are most impacted by some of the worst air pollution in California.
