This week the California State Assembly overwhelmingly approved AB 423, a bill introduced by Assemblymember Todd Gloria to reform the governing board of the San Diego Air Pollution Control District (APCD). Sponsored by EHC, the bill seeks to restructure the APCD with representation from all cities in San Diego County, members of the public, and subject matter experts. “All communities deserve clean air but not all communities have it,” noted Diane Takvorian, EHC’s Executive Director. “AB 423 reforms the fundamentally undemocratic structure of the APCD to reflect the diversity of San Diego County residents, especially low-income communities most impacted by some of the worst air pollution in California.” |
