In 2019, Governor Newsom signed AB 423 into law. This bill - authored by then Assembly Member Todd Gloria and sponsored by EHC - will make the APCD board more accountable, transparent and reflective of San Diego’s diverse population. In a major first step towards this end, the City Selection Committee of San Diego County voted to elect the following new APCD Board members: D1: Councilmember Marcus Bush, City of National City, D2: Councilmember Jack Shu, City of La Mesa, D3: Councilmember Consuelo Martinez, City of Escondido, D4: Councilmember Sean Elo-Rivera, City of San Diego, and D5: Mayor Esther Sanchez, City of Oceanside. These members will join County Supervisors Nathan Fletcher and Nora Vargas and City of San Diego Councilmember Steven Whitburn to comprise the elected members of the board. With these eight new members, the APCD board is already vastly more representative of San Diego County’s approximately 3.3 million residents. In the coming months, the board will become more inclusive with the addition of three public members: a health care professional, an environmental justice representative, and an expert on air pollution. |
